Authorize and allocate unemployment insurance violation penalties

To increase the penalties for collecting $500 or less of unemployment insurance benefits by means of a false statement or the willful failure to disclose a material fact. The current violation for a first offense is double the amount improperly collected, and the bill would make this four-times the amount for second and subsequent offenses.
