Restrict using road tax money for administration

To define the Michigan Transportation Fund as a “trust fund,” and prohibit interest and investment earnings from money in the fund from being used to pay for Department of Transportation administrative expenses. Also, other segregated state funds (like the school aid fund) would not be able to borrow from the MTF, which is occassionally done for cash flow purposes. The MTF is the fund into which gas tax and vehicle registration fee money is deposited and from which road maintenance and construction expenses are paid.
