Increase school emergency financial manager powers

To increase the power of an emergency financial manager appointed to manage the finances of a failing school district (like Detroit’s). Among other things the bill would prohibit the school board from taking any actions without the manager’s approval, and give the manager authority over any matters that concern the operation of a district that affect its financial condition (which could be construed to mean curriculum).
