Establish new "unfunded mandate" prevention procedures

To prohibit administrative rules promulgated by an executive branch department or agency from going into effect if they violate the provision of the 1978 Headlee amendment prohibiting the state from imposing unfunded mandates on local governments. The bill would establish a procedure for determining whether a rule constitutes a mandate.
