Authorize “academic distress commissions” in failing schools

To authorize the creation of “academic distress commissions” with authority over curriculum in school districts where for the preceding three years 50 percent of the schools failed to meet student performance improvements required under the federal “no child left behind” law. The bill would establish procedures whereby the governor would be required to appoint a commission. If the school district already is operating under an “emergency financial manager,” the governor could give this manager authority over academic matters as well as financial ones. The bill was introduced as Detroit Emergency Financial Manager Robert Bobb is seeking authority over academic matters.
