Limit uses of welfare “bridge cards”

To prohibit welfare recipients and food stamp recipients from using their “bridge cards” for cash withdrawals or to purchase lottery tickets, alcohol, or tobacco products. “Bridge cards” are debit cards that have replaced both food stamps and cash welfare payments.
