Establish non-partisan redistricting process

To require the nonpartisan Legislative Service Bureau to create a redistricting plan for the state House, Senate and Congressional districts after the 2010 census that involves no political or partisan considerations. The bill establishes a process by which the legislature could vote to reject the plan, citing specific reasons. On the third rejection the legislature could vote on specific amendments to the plan.
