Establish welfare and food stamp “bridge card” restrictions

To prohibit the use of a welfare recipient’s “bridge card” to buy alcohol, tobacco, lottery tickets, or withdraw cash from an ATM. “Bridge cards” are debit cards that have replaced food stamps and cash welfare payments. Under the bill, the welfare benefits could only be used for rent, personal toiletries, food, clothing and child care services.
