Establish welfare and food stamp “bridge card” restrictions

To prohibit a retailer from selling merchandise to a welfare recipient using a “bridge card” (welfare benefit and food stamp debit card) unless the clerk verifies the person’s identity by seeing a drivers license or state I.D. card. A retailer who fails to do so would be subject to a $50 fine.
