To broaden the definition of "rare and imperiled wetland" that requires a property owner to submit to permitting requirements before undertaking any improvements on the property. The bill would also expand the authority of the state Department of Natural Resources and Environment to deny a permit to a property owner even if a permit has been authorized by the U.S. Army Corps of Engineers (which administers federal wetland statutes), and would require a representative of Indian tribes be added to a state Wetland Advisory Council.
