To require that if the amount of revenue received by the state school aid fund is less than the amount that was projected in estimates created the previous year, then money must be appropriated from the state general fund to make up the difference. The bill would also require bi-annual budgeting for the school aid budget. Note: The school aid fund comprises some $13 billion of the $46 billion annual state budget, the general fund around $8 billion, and federal money $20 billion. The balance comes from various other fees and taxes earmarked directly to certain spending areas.
