Add restrictions on emergency school manager

To impose additional restrictions and reporting duties on emergency financial managers appointed to failing school districts like Detroit’s, give the school board of the failing districts additional powers to appeal the actions of the manager, and also require that at least 51 percent of the contractors and 70 percent of the workers on any district construction or infrastructure projects be based in or reside in the jurisdiction.
