Prohibit three-time drunk drivers from driving after any drink

To prohibit a person who has three or more drunk driving convictions from operating a vehicle if he or she has any bodily alcohol content, subject to an enhanced penalty of $2,500 and up to 93 days in jail on top of any other penalties.
