To prohibit the continuation of “step” pay increases to school employees when a contract requiring these has expired without a new contract being signed. Under “step” increases, teachers and other school employees get automatic pay hikes bases solely on the number of years on the job, with no consideration given to whether a teacher’s students have learned at a faster or slower rate than comparable peers.
