To give law enforcement officers who believe they have probable cause the authority to administer preliminary chemical analysis for detecting illegal drugs in a railroad conductor or engine operator. This is one of several bills introduced since new portable chemical breath analysis tools have been invented that can detect drugs the way breathalyzers do alcohol.
