To impose a $75 “road utilization equity fee” on hybrid vehicles. Presumably this would compensate for some of them supposedly getting better gas mileage than regular cars, and so paying less motor fuel tax. (In the case of “plug in” hybrids, however, owners would pay more electric utility taxes and fees, including fees <a href="http://www.michiganvotes.org/2007-SB-213">imposed to pay for</a> “renewable” energy sources, although unlike the gas tax these exactions are not used to support building and maintaining roads).
