Mandate noninstructional school services consolidation

To create a state “school district services consolidation commission” to make recommendations on consolidating non-instructional school services, and give the state superintendant of public instruction the power to order a school district, intermediate school district or charter school to adopt specific money-saving service consolidations the commission identifies, unless the legislature votes to veto a particular consolidation within 45 days.
