Exempt lottery pools from illegal gambling laws

To exclude lottery gambling from a law that authorizes law enforcement (or a citizen) to file a lawsuit to shut down an establishment used for “lewdness” prostitution or gambling. See also House Bill 6489 which explicitly allows for-profit “lottery pools”.
