To create a legislative commission that would review the constitutionality of federal actions that require actions by Michigan's state government. In addition, this commission would be required approve the many “memoranda of understanding” that state agencies enter into with their federal counterparts, plus any compacts or other binding agreements between Michigan and the federal government, other states, or nongovernmental organizations. None of these could go into effect unless the proposed commission granted approval; if it took no action within 90 days they would be considered approved.
