Ban prolonged diesel idling

To prohibit the operator of a commercial diesel vehicle from idling it for more than five minutes during a 60 minute period, unless stuck in traffic, idling it for maintenance purposes, defrosting it, using the motor to power certain auxiliary equipment, etc. Emergency and public safety vehicles would be exempt. Also, the owner of a commercial truck loading area would be banned from causing trucks to idle more than 30 minutes while waiting to unload.
