Revise certain “good Samaritan” immunity for health care providers

To extend limited “good Samaritan” lawsuit immunity for licensed health care providers so that it applies not just to care provided at no charge in a licensed facility but also at an unlicensed free clinic that coordinates or refers uninsured persons for non-emergency care.
