To authorize a refundable income tax credit between 2010 and 2016 for any loss in homeowner value caused by a state construction project that involves the “expansion of a U.S. port of entry that includes a new bridge plaza and improvements to adjacent roads.” This probably applies to a Blue Water Bridge project in Port Huron. "Refundable" means that if the credit exceeds the person's tax liability the state sends a check for the difference.
