Authorize discretionary criminal penalties for “cyberbullying”

To give courts discretion on how to proceed in cases where a minor has violated the “cyberbully” crime proposed by Senate Bill 1459. In general, subject to the permission of the victim and the prosecutor, and with other limitations, a court could impose sanctions in a way that the violation doesn’t become a part of the perpetrator’s “permanent record”.
