Revise crime victim restitution provisions

To revise the law that requires criminals to repay victims the value of property losses resulting from their crime. Under current law, half the criminal’s payments go toward court fees, fines, costs, assessments, etc., and half to the victim. The bill would change the latter to 100 percent.
