Increase drunk boat driving penalties

To lower the drunk boat driving threshold from a blood-alcohol-content (BAC) of .10 to .08 grams per 100 milliliters; and prohibit a person under age 21 from having any BAC resulting from drinking. The under-age 21 violations would be punishable by 360 hours of community service and a $250 fine, or jail for subsequent offenses. The bill also increases and makes other revisions related to penalties for drunk boat driving violations by adults.
