Exempt road projects from “wetland mitigation” mandate

To prohibit the Department of Environmental Quality from imposing a “wetland mitigation” requirement on a road project within the right of way of an existing road. “Wetland mitigation” is generally requiring a new swampy area to be created if an existing one is filled in.
