To clarify that criminal statutes prohibiting gambling do not apply to any “gaming” permitted under the state lottery law (which in addition to the lottery also provides for small-stake gambling used for fund-raising purposes by nonprofits). House Bill 4540 would authorize “lottery pool” gambling, which under this bill would not be covered by criminal gambling statutes.
