To require the governor’s annual executive budget recommendation to be presented in a line-item format providing the proposed amount of spending for each program or other function of each agency. Gov. Rick Snyder has talked about “rolling up” budgets into broad categories, leaving the executive branch with much greater discretion to shift money around within agency budgets.
