To require the developer selected to build and own a new Detroit River bridge to enter into "community benefits" agreements with local governments and/or "community representatives" (presumably from municipal, labor and social service organizations, although the term is not defined). The bill suggests that such “benefits” might include increased state spending for additional welfare-like benefits in the area such as subsidized housing, subsidies to local businesses, and also for new parks, etc.
