To create a state government “progress board” to hold public hearings and “develop an initial strategy that addresses the economic, social, cultural, environmental, and other needs and aspirations of the people of this state,” including education, “workforce development,” “public and private cooperation,” environment, infrastructure, taxes and spending, and “quality of life.” The board would also create a “series of goals for Michigan's progress for 20 years . . . (including) measurable indicators of success”.
