To appropriate $400 million in “extra” state revenue projected at the May, 2011 revenue estimating conference. Of this, $200 million would go toward state road projects, and another $200 million into a 2009 government program that distributed federal “stimulus” money as grants, loans and other forms of subsidy to public or private entities for energy efficiency and renewable energy projects. Note: Some of this $400 million in “found money” may have been incorporated into the 2012 budget adopted in May, 2011.
