Revise drunken snowmobile operation standards

To lower the drunk driving blood-alcohol-content (BAC) threshold for snowmobile operation to .08 grams per 100 milliliters. The bill also prohibits a snowmobile owner from letting someone else drive if the individual is visibly impaired by alcohol or a controlled substance, and expands certain penalties.
