To authorize state conservation officers or Department of Environmental Quality employees to write tickets for violations of the diesel motor regulations proposed by House Bill 4899. Also, to divide the fine revenue imposed by a local government for these diesel violation between the local government and a state fund from which subsidies would be granted truck operators to retrofit their diesels fund and local unit issuing the citation.
