Repeal some “bad driver taxes,” and add new ones

To repeal the “driver responsibility fees” (“bad driver tax”) that are imposed for driving with a suspended or no license, or operating without insurance, and cease all collections for past-due taxes imposed for those convictions. However, the bill would authorize a new $1,000 surtax for causing an injury while driving with a suspended or no license. A person whose license was previously suspended for failing to pay this tax on the deleted violations could apply to have the conviction set aside and the “points” removed by paying $500. These very expensive assessments were originally <a href="http://www.michiganvotes.org/2003-SB-509">adopted in 2003</a> to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets.
