Require limiting appropriations to less than revenue projections

To place before voters in the next general election a Constitutional amendment to prohibit the legislature from appropriating in advance more than 96 percent of the revenue that an official revenue estimating conference projects for the next fiscal year; require the legislature to adopt biannual budgeting; and transition to a fiscal year that begins on July 1.
