Create farm "Environmental Assurance Advisory Council"

To revise and add to a state system that grants qualified penalty waivers for certain environmental law violations (such as an unpermitted groundwater discharge) to farms that are inspected and have their compliance with certain conservation, environmental risk, soil nutrient protocols, etc. verified. The bill would codify this as a "Michigan Environmental Assurance Advisory Council" and program.
