Restrict firefighter training fund “fund raids”

To prohibit money deposited from the income tax checkoff proposed by Senate Bill 134 into state firefighter training fund from being used for anything except firefighter training. However, even if the bill became law, with a simple majority vote and the governor’s signature the legislature could amend the proposed law and raid the fund anyway to avoid cuts in other state spending.
