Appropriations: "Omnibus" budget

The executive recommendation for a Fiscal Year 2011-2012 and FY 2012-2013 "omnibus" multidepartment budget, which contains virtually all state spending except for community colleges, state universities and K-12 school aid. This would appropriate $32.775 billion in the first year and $33.463 billion in the second. In the first year $17.290 billion of this will come from federal government, $7.222 billion is from state “restricted funds,” or earmarked tax and fee revenue, and $7.034 billion is from federal funds. The total executive recommendation including education is $45.876 billion, compared to $46.785 billion spent in the current fiscal year (which contains the last of the federal “stimulus” spending).
