Give drunk minors immunity if they turn themselves in

To exempt from prosecution under the minor-in-possession law a minor who has drank too much and who voluntarily presents him or herself to a health facility for treatment or observation. Also exempted would be any other minor who accompanies that minor, and any minor who contacts a peace officer or emergency medical services personnel.
