To transfer the duty to maintain an “assigned claims plan” (which is a mechanism for dealing with uninsured people injured in an uninsured motor vehicle accident) from the Secretary of State to the Michigan Automobile Insurance Placement Facility, which is the joint underwriting "pool" maintained by auto insurers for the purpose of offering auto insurance to drivers with high risk profiles.
