Increase aid to schools with higher employee insurance contributions

To not reduce annual school aid payments to school districts whose employees contribute at least 20 percent toward the cost of their district-provided health insurance, even if the school district has fewer students than the previous year. Note: Gov. Rick Snyder’s Fiscal Year 2011-2012 budget proposes a $300 per student reduction from the previous fiscal year.
