Penalize food stamp scammers

To authorize a $5,000 fine for a merchant who makes a deal with a person to swap food purchased with food stamps (now provided through “bridge cards”) for any product that is not eligible to buy with food stamps. A food stamp beneficiary who did this would be prohibited from getting more food stamps in the future.
