Expand scope of municipal binding arbitration mandate

To expand the law that mandates binding arbitration in labor disputes between municipalities and police or firefighter unions (“PA 312” of 1969) to cover consolidated multi-government emergency services authorities and similar entities. The bill would establish time limits on arbitration proceedings, and require mediators to consider the financial ability of a community to pay for a proposed settlement.
