Strengthen Medicaid estate recovery procedures

To allow the state to collect property in the possession of a person who owes a debt to a decedent, as a means of collecting under the state’s <a href="http://www.michiganvotes.org/2007-SB-374">Medicaid estate recovery program</a>, in which the cost of nursing home and other care for Medicaid recipients may be recovered from the person’s estate after death.
