Create “DARTA” transit authority

To create a new Detroit area regional transportation authority covering Macomb, Oakland, and Wayne counties, and potentially others, by merging the Detroit Department of Transportation (DDOT) transit system and the suburban mobility authority for regional transportation (SMART), and bound by the current labor agreements of those entities. Among other powers the authority could levy property taxes with the approval of a majority of the aggregate of all votes cast in an election in the member counties.
