Among other things, the bill prescribes a detailed list of rights retained by an individual for whom the state has appointed a guardian or conservator; prohibits a conservator from mortgaging or causing a lien to be placed on an individual's property without court approval; and prohibits a person convicted of abuse, neglect, or exploitation of a decedent from benefiting from the decedent's estate.
