To extend until 2017 a freeze on “maintenance of effort” rates for long-term care services provided by county medical care facilities. Counties providing Medicaid nursing home services in county-owned facilities must reimburse the state according to a county "maintenance of effort" rate determined on an annual basis for each patient day. Ending the freeze would result in higher payments to the state for Medicaid by some counties.
