Revise city street speed limit setting

To revise the process by which speed limits are set on city streets. Under the bill, limits would generally be set within 5 miles per hour of “the 85th-percentile speed of free-flowing traffic.” The bill would also allow freeway speed limits above 70 mph; eliminate school speed zones around high schools; and more.
