These are part of a Democratic campaign finance regulation package introduced after the U.S. Supreme Court’s Citizens United v Federal Election Commission ruling extended to unions and corporations (including non-profit groups motivated by ideological or political concerns) the same right already recognized for individuals to spend however much they want on independent political expenditures.
