Establish "millionaires parties" license fees and regulations

To allow cities, townships and villages to limit the number of “millionaire parties” held within their jurisdiction by holders of the license proposed by House Bill 5707. These are charitable fundraising events where games associated with a gambling casino are permitted, such as Black Jack, roulette, etc.
